Alex has been a civil rights litigator for more than 25 years. He has appeared and argued in trial and appellate courts in many significant civil rights cases, focusing on the rights of incarcerated people.

A graduate of the New York University School of Law and former law clerk to United States Supreme Court Justice Stephen G. Breyer, Alex brings commitment and compassion to all of his work on behalf of his clients.

Alex has represented clients seeking justice against officials working at all levels of federal, state, and local government, including in of the following representative matters:

• Miller v. City of New York, No., 21 Civ. 2616 (S.D.N.Y.): With the law firm Wang Hecker LLP, Alex helped obtain a historic $53 million settlement in a class action brought by incarcerated people who claimed that the New York City Department of Correction purposefully evaded limitations on the use of solitary confinement by placing inmates in unlawful stealth restrictive housing facilities.

•  Scott v. Quay, No. 19 Civ. 1075 (E.D.N.Y.): With the law firm Emery Celli Brinckerhoff Abady Ward & Maazel LLP, Alex helped to secure an unprecedented class action settlement against the federal government in a challenge to conditions of confinement in Brooklyn’s Metropolitan Detention Center

• Parker v. City of New York, No. 15 Civ. 6733 (E.D.N.Y.): With the law firm Wang Hecker LLP secured a class action settlement in a challenge to the use of solitary confinement by the New York City Department of Correction

• Ziglar v. Abbasi, 137 S. Ct. 1843 (2017): With attorneys from the Center for Constitutional Rights and the law firm Covington & Burling LLP, sought liability against high-level federal officials on behalf of post-9/11 immigration detainees who alleged that they were abused while held in federal custody; ultimately obtained settlement on behalf of our clients.

• Peoples v. Annucci, 11 Civ. 2694 (S.D.N.Y.): With the New York Civil Liberties Union and the law firm Morrison & Foerster LLP, obtained historic injunctive relief in class action challenge to excessive use of solitary confinement in New York State prisons

• Ashcroft v. Iqbal, 556 U.S. 662, 129 S. Ct. 1937 (2009): With attorneys from Koob & Magoolaghan LLP, Weil Gotschal Manges LLP, and the Urban Justice Center, sought liability against the United States and high-level federal officials on behalf of Arab, Muslim, and South Asian men who brought claims of discrimination after September 11 attacks and alleged they were subjected to systemic abuse; argued all motions and appeals in the case, in the Eastern District of New York, Second Circuit Court of Appeals, and United States Supreme Court; ultimately obtained settlement on behalf of our clients.
